The Optimal Timing of Affirmative Action∗

چکیده
When should the government intervene to fulfil affirmative action goals? This paper addresses this question in a dynamic model of education and employment. We compare the effects of implementing affirmative action in university admissions and labor market hiring. The informational advantage of selective universities over the firms regarding the quality of the students’ grade schools is identified as an important consideration in favor of affirmative action in the university admission stage. The intuition is that selective universities can use the information advantage to sift through the previously rejected minority students and identify those who are most likely to succeed if admitted. This information advantage is inversely related to the difference between high and low quality grade schools. Another important determinant of the optimal timing is the differences in the firms’ and the selective universities’ misallocation costs.

Affirmative Action and Racial Segregation
Prior research suggests that statewide affirmative action bans reduce minority representation at selective colleges while leaving overall minority college enrollment unchanged. The effect of these bans on racial segregation across colleges, as measured by standard exposure and dissimilarity indexes, has not yet been estimated directly and is theoretically ambiguous due to a Ushaped relationship...
متن کاملOptimal Integral State Feedback Control of HCCI Combustion Timing
Homogenous Charge Compression Ignition (HCCI) engines hold promise of high fuel efficiency and low emission levels for future green vehicles. But in contrast to gasoline and diesel engines, HCCI engines suffer from lack of having direct means to initiate combustion. A combustion timing controller with robust tracking performance is the key requirement to leverage HCCI application in production ...
متن کاملAffirmative Action in a Two Stage Statistical Discrimination Model
We investigate the effect of affirmative action policies in a statistical discrimination model with two stages. A group of workers face discrimination in both hiring and promotion decisions of the firm, and the regulator is free to intervene in both stages. We show that there are affirmative action policies which can eliminate negative employer beliefs by increasing educational investment in th...
متن کاملOn the Optimal Frequency and Timing of Control Points in a Project’s Life Cycle
The dynamic nature of projects and the fact that they are carried out in changing environments, justify the need for their periodic monitoring and control. Collection of information about the performance of projects at control points costs money. The corrective actions that may need to be taken to bring the project in line with the plan also costs money. On the other hand, penalties are usually...
متن کاملOptimal Timing of Specimen Collection after Rash Onset for Diagnosis of Measles IgM Antibody
Antibody detection is the most versatile and commonly used method for measles diagnosis. Detection of specific IgM antibodies in a single serum specimen collected within the appropriate time after rash onset can provide a good presumptive diagnosis of current or recent measles infection and is the test of choice for rapid diagnosis of measles cases. So, optimal timing for collection of a sing...
